Are The Best Rat Rods Rusted?

I am of the opinion, if it's not rusty, it's not a rat rod, also, if it's not street legal or if it's not a rod, it's not a RAT ROD,  (of course the street legal may be optional). WHAT'S YOUR OPINION?
